EDUCATION
Education is one of Vincent’s primary
concerns. Vincent understands the need to attract and maintain bright and
energetic teachers. He believes there is a direct correlation between
individual student achievement and class size. Vincent will push to ensure that
funding for education remains at the forefront of the legislative agenda, and
that schools continue to move forward in this time of budgetary uncertainty.
Both Vincent’s mother and father are educators, and they have worked for many
years to improve South Carolina’s schools. Vincent's children are enrolled in
public schools, and he knows first hand the challenges facing our future.
- Overhaul
the education funding system, that has overlooked rural school districts for
too long.
Economics
and Budgeting
- Vincent is pushing for the creation of a Rural Economic Infrastructure
Fund to be used to put water, sewer, and other infrastructure in place to
attract industry to our small towns and rural areas. Vincent has
consistently stood against the State Government's practice of raiding trust
funds to pay for ongoing State expenses.
-Vincent has proposed a fundamental
reform of budget practices. Vincent has introduced legislation to require a
"programatic budget" that would allow the legislature to evaluate and approve
individual programs in our State Government each year.
Environment
Vincent played
a critical role in creating the Conservation Land Bank, which will set aside
funds to preserve important natural areas in our State. Vincent has opposed
raiding environmental trust funds to pay for unrelated state expenses. Vincent
has worked diligently to protect our streams and rivers.
